The City of DeSoto and the Economic Development Corporation aggressively offer incentives to attract and retain businesses.
Local Incentives
Tax Abatement
The City of DeSoto provides tax abatement on the value added to new Business Personal Property (BPP) and/or Real Property.
Minimum requirements are:
- A minimum investment of $1.0 million for new construction or development, or
- A minimum investment of $1.0 million for expansion of an existing facility or investment in machinery and/or equipment.
Application for abatement is required prior to the commencement of construction or purchase of business personal property. The application requires specifics regarding the investment in DeSoto. Triple Freeport Equivalency
Under Section 380 of the Local Texas Government Code, the City may grant cash rebates to a business to equal up to 100% of the value of the taxed freeport inventory. Businesses must first qualify for freeport through the Dallas Central Appraisal District and the Dallas ISD.
Infrastructure Participation
The DeSoto EDC will consider offering financial assistance (partial or full) to improve roads, install utilities, and upgrade infrastructure to encourage business growth and development in DeSoto.
Façade Improvements Grant Program
GA business may receive assistance for one grant per building during the fiscal year (October 1 to September 30). Funding assistance is approved and awarded at the sole discretion of the DeSoto Economic Development Corporation (EDC) Board. Sales Tax Rebates
The City of DeSoto will consider refunding a portion of the sales tax applicable to sales made by desired retail establishments in designated neighborhood empowerment zones.
Economic Development Incentive Agreement
Funds may be available to new, expanding, and relocating companies which are planning to make a new investment in DeSoto. Request funding using the Incentive Request Application. Decisions are based on return on investment analysis. These incentives may be used for facility renovation, site preparation or engineering studies, or any other use needed by a new, expanding, or relocating business. Land Cost Assistance
Although land in DeSoto already sells for competitive prices, the DeSoto EDC will consider buying down the price of industrial and commercial retail/office land for a new, expanding, or relocating business as an incentive to attracting and retaining businesses.
Fee Waivers
There are no impact fees in DeSoto, TX. The DeSoto EDC will consider paying all or part of any necessary permitting, building inspection, or other fees associated with expanding existing business in DeSoto or bringing new business into DeSoto.
Site Search Assistance
The DEDC maintains an inventory of available retail/commercial and industrial sites in DeSoto and can respond to site and space inquiries within a 24-hour period.
Fast-track Permitting
The DEDC facilitates a fast-track permitting process with the City of DeSoto for economic development projects.
State of Texas Incentives
Texas Enterprise Zone Program
Businesses located in DeSoto’s designated Enterprise Zones may be eligible for this state sales and use tax refund program. Talk to the DEDC about the criteria to qualify as an Enterprise Project. If you are eligible, the DEDC may nominate your company as an Enterprise Project, which makes you eligible to participate in the EZP. Learn more about the program.

Federal Incentives
Opportunity Zones
Opportunity Zones allow developers and investors to defer capital gains taxes for up to 9 years on gains invested in those designated zones through a Qualified Opportunity Fund. The program was authorized by Congress in the Tax Cuts and Jobs Act of 2017 and provides a tax incentive for investors to reinvest their unrealized capital gains into Opportunity Funds. New Markets Tax Credit
Investors who provide capital to community development entities (CDEs) in qualified census tracts are eligible for federal tax credits. DeSoto has multiple census tracts that are NMTC qualified, including the tract located in DeSoto’s Opportunity Zone. Learn more about New Market Tax Credits.
